The City Planning Commission (CPC) is a Mayoral controlled commission responsible for the conduct of planning relating to “the orderly growth and development of the city.” The Chairperson of the CPC is also the Director of the Department of City Planning (DCP), the primary agency that proposes city-led rezonings and provides technical support for developer-led rezonings. CPC holds hearings and deciding votes on all ULURP applications, though any proposal they approve must also recieve final approval by the City Council.

The Mayor appoints the Chairperson of the CPC, who is also Director of the Department of City Planning (DCP), and six other members; each Borough President appoints one member and one member is appointed by the Public Advocate. The DCP provides technical support for the work of the Commission.
