As the first step in the Environmental Review process (see CEQR), all applicants for discretionary land use actions must file an Environmental Assessment Statement (EAS). If no significant environmental impacts are identified the project receives a Negative Declaration and is certified to begin ULURP. The vast majority of ULURP applicants recieve a Negative Declaration and do not need to complete an Environmental Impact Statement (EIS).
