Harassment is any act or omission by or on behalf of an owner that causes or is intended to cause a tenant to surrender or waive any rights in relation to the occupancy of their unit.

New York City uses a broad legal definition of harassment that includes many acts that would cause or intend to cause a tenant to leave their apartment. The definition has been updated several times in recent years, including in 2017, and most recently to protect those infected or believed to be infected by COVID-19.
