Soft sites are sites where a specific development is not currently proposed, but may reasonably be expected to occur in the event of an increase of allowable density (see Floor Area Ratio) due to a rezoning. Soft sites are a fundamental piece of environmental review in determing the impact of a proposed rezoning or land use action.
