A special district is a tailored zoning district that overrides the underlying zoning rules in order to advance particular goals – such as permitting more uses than would normally be allowed, or taller buildings that exceed the district’s height limit. Under the deBlasio administration, the City included Special Districts in the majority of their neighborhood rezonings. Some large private developments will also seek to create special districts or to follow Large Scale Development regulations, another tool that allows a development to override the underlying zoning to create tailor made zoning rules.
