ULURP is the public review process, mandated by the City Charter, for all proposed zoning map amendments, special permits, and other land use actions such as site selections, acquisitions for city capital projects, and disposition of city property. ULURP takes place over about 6 months following certification and includes hearings and votes by affected Community Boards, Borough Presidents, the City Planning Commission (CPC), and the City Council. The votes and recommendations of Community Boards and Borough Presidents are advisory, while those of CPC and the City Council are binding and determine ultimate approval, or modifications, of the proposal – with the City Council having the final vote.
