NYC’s Voluntary Inclusionary Housing (VIH), created under the Bloomberg administration, allows developers a density bonus in exchange for setting aside 20% of residential floor area for affordable housing, generally pegged at 80% AMI. Like Mandatory Inclusionary Housing (MIH) the City would only apply VIH concurrent with an upzoning. Unlike MIH, in areas where VIH applies, it is the developer’s discretion whether to choose to participate. For new rezonings VIH has effectively been replaced by MIH, and the City is no longer mapping it in new areas.
