Public land disposition refers to the process of selling or transferring publicly owned land another entity. This process often happens through a competitive RFP process, where a public agency (typically HPD or EDC, the City’s two main public land development agencies) releases a request for proposals in connection with the development and/or sale of public land. Less often, an agency conveys public property to another entity without a competitive process. Public land can also be disposed of through public auction, which happens through Department of Citywide Administrative Services (DCAS). Land parcels that go to auction are typically smaller in size and not deemed developable.
