Section 197-a of the City Charter establishes that communities can make and propose their own local plans. While 197-a plans go through a public review process, including votes by the City Planning Commission (CPC) and City Council, they are not binding and do not themselves result in any zoning changes. 197-a plans require a serious commitment by the community to make sure they are adhered to, as well as a significant injection of funding, with few resources provided by the City.
