Industrial Business Zones (IBZs) were established under the Bloomberg administration to serve as havens for industrial businesses and uses, with a committment from the City that they would not seek to rezone them away from manufacturing. While a financial incentive was offered to businesses to relocate to one of these areas, there have been no broader zoning or land use protections put in place to keep competing, non-residential uses out – such as tech offices or entertainment venues – and IBZs remain under threat of constant encroachment.
