Certification marks the beginning of the Uniform Land Use Review Procedure (ULURP), when the Department of City Planning (DCP) has determined that the application is complete and the ULURP “clock” starts ticking. Certification typically coincides with the release of a Draft Enivronmental Impact Statement (DEIS) for those projects that require them.
