Most discretionary land use actions considered by the City Planning Commission are subject to the City Environmental Quality Review (CEQR) process. CEQR aims to identify any potential adverse environmental effects of proposed actions, assess their significance, and propose measures to eliminate or mitigate significant impacts. From a legal standpoint, CEQR is about the disclosure of impacts, to help inform decisionmakers (see ULURP) and is not itself a determination on whether a project can move forward.
